We compare **average kW reduction** (Rack kW × Savings%) to Stage kW. If ≥ Stage kW, we count ⌊reduction/Stage kW⌋ stages off during eligible hours.
Rules of thumb: suction ≈ 1.7%/°F (use 1.5 if unsure), head ≈ 2.0%/°F. Use the staging bonus only when you’re confident a stage will drop for meaningful hours.
